Noelia Miller attended and graduated from Stella Maris, a private nursing school in Mexico. There, she worked as a nurse for several years before moving to the United States.
Upon her move to Kansas City, where she resided for 12 years, she found that she even more enjoyed professions in the legal field over those in the nursing field. To hone her business and office skills, she began taking classes at Johnson Community College before moving to southern California is 2010. Since beginning her new career in the legal field, Noelia has worked for several firms with focus on Worker’s Comp cases, and she now knowledgeably assists the attorneys of Slater & Associates.

Clara Silva is the Managing Paralegal and Office Manager of Slater & Associates where she assists with employment, business and civil litigation matters. She also oversees the day-to-day operations of the office.
Clara earned her Associate of Arts degree from Maric College and her Bachelor of Science degree from the University of Phoenix. She has more than 17 years of experience as a litigation paralegal, which is wide-ranging and includes, but is not limited to civil, family law, personal injury and criminal law.
John F. Sweet
Practicing Workers’ Compensation Law in California for more than 20 years, John Sweet obtained his undergraduate degrees in economics and political science from the University of California, Irvine, and his law degree from Western State College of Law in Fullerton. In matters relating to workers’ compensation, he has represented large corporations, municipalities, school districts, insurance companies, California Insurance Guarantee Associates and injured workers.
John has also practiced law in the area of civil litigation and has represented both defendants and plaintiffs in various legal actions, including labor law and personal injury cases.

Born and raised in San Diego, and having resided in Yemen and Bolivia, Carlos Villegas possesses extensive knowledge and experience in Workers’ Compensation Law from both the defense and applicant perspective, which serves him well in resolving claims and establishing a reasonable conclusion for all parties.
Carlos attended Oregon State University and received a Bachelor of Science in General Science/Biology. He obtained his Juris Doctorate from Western State University, San Diego (Thomas Jefferson School of Law) and has been practicing law since 1994.

Since 2004, Matthew Plust has been working on the defense of Workers’ Compensation claims. He began his career as a legal assistant and is now a valuable asset to the legal prowess of Slater & Associates. With more than 12 years of experience in the workers’ compensation industry, Matthew uses his experience, focus, and knowledge to bring cost-efficient and prompt resolution to client claims.
Born in Queens, New York, Matthew received his Regents Diploma from Longwood High School, Middle Island, NY, and received a Bachelor of Arts in Criminal Justice from California State University, Fullerton. He obtained his Juris Doctorate from Trinity Law School, Santa Ana, CA and passed the bar exam in 2016.

Tamara Darweesh has significant experience representing and counseling insurance carriers and self-insured employers in workers’ compensation cases. She has handled a wide variety of matters, including 132(a) claims, S&W claims, medical leave issues, insurance coverage, and human resource decisions in the context of industrial injury claims. Her specialties include the interrelationship between workers’ compensation laws and the Americans with Disabilities Act, as well as parallel state laws governing treatment by employers of persons with disabilities.
Tamara received her BA from the University of California, Los Angeles, in 1995, and a JD from the University of California, Davis, in 2000. She has been an active member of the California Bar since 2000. Prior to joining the firm, she worked for several prestigious law firms including Seyfarth Shaw LLP and Manning and Kass, and was a public defender for the Los Angeles County Alternative Public Defender Office. In 2003, she also worked for the U.S. Department of Justice Judicial Assessment Team in Iraq.

As the senior attorney supervising the Workers’ Compensation department for Slater & Associates, Julie Hall’s daily emphasis is upon the defense of workers’ compensation claims, Labor Code Section 132a and, Serious and Willful Misconduct claims. Prior to joining Slater & Associates, she was the Managing Partner at a firm specializing in the defense of Workers’ Compensation claims. Her litigation experience includes all levels of case hearings, including trials before the Workers’ Compensation Appeals Board (WCAB) and Appellate Courts.
Julie is a graduate of the University of California, Irvine where she obtained her Bachelor of Science degree in Political Science with a minor in Business Management. She graduated from California Western School of Law with a Juris Doctorate, and is a member of the State Bar of California, as well as the Northern, Southern, Eastern and Central District Courts of California.

Charles C. Slater is a Founder and Partner of Slater & Associates, APLC, where he focuses on employment litigation, business and other civil litigation matters; workers’ compensation defense; and corporate compliance and counseling. Mr. Slater has more than 23 years of litigation experience and has taken many cases to trial.
Charles received his Juris Doctor degree from the University of the Pacific – McGeorge School of Law, and received two B.A. degrees from the University of California, Davis in Political Science-Public Service and Rhetoric and Communications. He is an active member of the State Bar of California and is licensed to practice in all California State Courts, as well as United States District Courts for the Central and Eastern Districts. He is also a member of the Association of Corporate Counsel, Labor and Employment Section, and Workers Compensation Section. He also serves as Legal Advisor to the OC Pet Rescue Center.
